of all the tyrants in history, my government (of myself) might be one of the worst. but that might be because of all the rebellious peoples in history, my heart might be one of the worst.
so. i propose a compromise.
my decision-making side hereby agrees to try to not resort to tyranny, and my subordinate side agrees to try not to resort to mutiny or any other type of rebellion against what it knows to be right.
and henceforth there was peace and harmony throughout the land! (psshh... yeah right.)
Huzzah! Do I correctly understand you are reforming a government that:

B) neither does it enforce laws, even for the good of trade and diplomacy, without also respecting and appealing to the sensibilities of its people (white-knuckling yourself to do what others advise and expect you to do, without at some point processing your feelings about it and asking your own questions of "why")?
ahhh... i see that my edict has been correctly interpreted: a firm-yet-diplomatic government in exchange for a people loyal to the Law of the land.

Woo! I'd recommend drafting a constitution to center these efforts on, but I'm convinced you already have one, along with a just and sovereign King who pays personal attention to those provinces and their governors who swear fealty to Him.
